Tatiana Golikova: The directions of higher priority in healthcare will be maintained over the next three years, relevant expenses will grow

The segment of expenses in the federal budget on health and social policy will increase by 24.1% in 2009, 27.3% in 2010, 28.3 in 2011. These were the dimensions of the draft three-year budget for 2009-11 Minister of Health and Social Development Tatiana Golikova reported while delivering her speech to the seminar meeting of the United Russia party dedicated to consideration of this draft law.

In this connection, Golikova noted, healthcare expenditures alone will see a rise of 25% in 2009 as compared to the previous year. She made it more precise that the figure has to do with ‘only the section, which is managed by our ministry.’ Meanwhile, a huge share of expenditures on healthcare is at hands of other departments, so the overall increase will reflect much higher figures.

Tatiana Golikova also informed that the directions of higher priority in healthcare will be maintained in full. In particular, she noted, it is planned to keep on the national programme of health and demographic policy, as well as the development of Primary Healthcare and prophylactic medical examination among population.

 

Russian President Dmitry Medvedev signed the decree “About the Council at the Office of the Russian Federation President for the Affairs of the Disabled”, where Head of the President Office Sergei Naryshkin was nominated to the post of the Council Chair, the Kremlin press service reported.

“In order to implement the government policy in the area of social protection of the disabled, I hereby resolve to establish the Council at the President Office of the Russian Federation for the Affairs of the Disabled”, the decree, in particular, states.

One of the Council’s main objectives is to develop suggestions to form and carry out the government policy with regard to disabled people, to determine ways, modes and stages of implementing it.

The decree comes into effect since the day it is signed.

 

Members of the Committee of the Public Chamber on healthcare in the Russian Federation, experts, CEOs of commissions in the area of healthcare of regional public chambers will get together on January 29, 2009 in a lecture hall of the Research Institute for emergency pediatric surgery and traumatic surgery, which will welcome the regular session of the Committee.

The session will see discussion of the draft Conception of the Russian healthcare development until 2020. All those who will work at the session have been able to familiarize themselves with the draft Conception in detail.

The steering committee are carefully examining wording versions of the Conception that participants offered as their feedback on reviewing the document. Thus, they all are actively involved in the process of drawing the paper well before opening the session per se.

This is what Elena Telnova, Deputy Head of the Federal Service on Surveillance in Healthcare and Social Development (ROSZDRAVNADZOR) stated about to the press. ‘There are no pharmaceuticals supply shortfalls in any Russian region. The turnover of pharmaceuticals has not decreased’, she reported. Yelena Telnova believes that the current financing for pharmaceutical provision is quite sufficient.
