Since 1998 until recently on the basis of State Hospital No. 11 (now GBUZ GKB Branch No. 1 No. 24) according to the Order OF Health Department of Moscow No. 498 from 04.09.1998 the Moscow city center of multiple sclerosis actively functioned.
Under supervision there were more than 7000 patients, the complex of the researches allowing to diagnose appropriately and personally, also it was carried out a principle to select methods of immunomodulatory treatment, that is essential to reduce activity of this serious illness, in order to keep for a long time efficiency of patients and high quality of their lives. Now about 3000 thousand patients according to the “7 high spending conditions program”, according to the resolution of the Government of the Russian Federation of 26.04.2012 No. 404, receive effective treatment, the federal register of patients is kept for PwMS. It is improbable, inimaginable that as a result of merge of City Hospital No. 24 and No. 11, this only specialized center in Moscow, serving such difficult contingent of patients, will be lost. Work of the long-term debugged structure of supervision and treatment of patients with this the serious progressing illness of Central Nervous System of people of such young age, which are active part of our society, is now threatened. The specialized help to patients with MS has huge medico-social value for the state in general, that allows to increase efficiency and to lower the costs for our state of their treatment.
On behalf of MSMS "Moscow Society of t Multiple Sclerosis (MS)" we repeatedly addressed for explanations of current situation to the management of Department of health care of the city of Moscow, in the Moscow City Council, Ministry of Health of the Russian Federation, the Civil chamber of the Russian Federation.
As a result of meetings with Department of health care of the city of Moscow from 08.11.14 and of 28.11.14, Russian President's Council for Civil Society and Human Rights from 20.11.14, the Civil chamber of the Russian Federation from 18.11.14 and 26.11.14 the decision to create the working group on multiple sclerosis at Department of health care of the city of Moscow was finally made. The purpose of creation of the working group is to open a public discussion between patients and medical community of actions for optimization of health care in the city of Moscow, in the part concerning the medical and rehabilitation care for PwMS
We want to drow attention that on the 18.11.14, at general meeting of collective workforces of former City Hospital Nr 11 and representatives from Ministry of Health, Department of health care of the city of Moscow, the Moscow City Council, Civil chamber, the decision has been made on 18.11.14 for creation of two working groups: on multiple sclerosis from one hand and on creation of the Center of palliative medicine in the former City StateHospital Nr 11.
Despite everybody readiness for the cooperation, concentrated on improvement of quality and availability of the specialized help to our patients, we didn't receive an official confirmations of existence and functioning of any of those working groups.
According to the aforesaid, we should appeal in different instances to receive an explanation from Department of health care of the city of Moscow, on concrete terms, to receive the confirmation of creation of the working group for PwMS, by the order of Department, and also concerning the structure for delivery the specialized help to PwMS in Moscow in 2015.
